April 6, 2026

The regular meeting of the City of Northfield Council was held on Monday April 6, 2026 at Storypoint.

  • Council members attending: Barbara Durbin, Gay Harmon, Steve Levy, Trish Martin, and Tracy Walker
  • Council members absent: Larry Shaefer
  • City officials present: Mayor Randolph Chappell, Police Chief Tom David, and City Clerk Lucy Martin
  • City officials absent: City Engineer Adrian Oliver, City Treasurer Charles Veeneman
  • Guests: John Singler

The meeting was called to order at 6:00 p.m. by Mayor Randolph Chappell.

 

Minutes

Minutes for the March 2026 meeting were approved.

Visitor issues

The visitors were all residents of Jenness Court. They were present to express their concerns about the road construction including property damage. The mayor responded that the construction at this point is sound wall building at the right of way. These residents would like some way to communicate with the parties responsible for the construction. John Singler advised the residents to communicate with the construction company, Cleary at 270-487-1784. Larry advised speaking with the company’s insurance adjuster. John will help get the correct contact to help these residents. John also advised residents to initiate claims if possible.

Damages reported include: trees falling, fence damage, foundation issues (cracks), pool damage.

 

City Administration Reports

Treasurer’s Report

The Treasurer distributed financial reports prior to the meeting for activity through April 2026. They included:

  • General Fund Income Statement & Balance Sheet
    • In progress: Randy questioned the insurance premium increase. Charlie said he would investigate other options for us.
  • Northfield Schedule of Investments
  • Road Fund Income Statement & Balance Sheet

City Clerk’s Report

  • No change since last month
  • Tax collection as of 02/26: 380 bills paid $325,941 (95%)
  • Total bills: 388, Total AR $344,283
 

Police Report

March 2026

  • Several calls from Northfield Neighbors about freeway construction. Most were about extended work schedules and loud noise on the weekends. I checked on the issues but the State Highway Department has granted extended work schedules due to road closures.
  • Several calls for service were transferred over to us from LMPD including alarm runs, auto accidents and some freeway incidents
  • 3 House watch requests
  • 1 Break-in to Wendy’s vacant property, owner notified.
  • 1 Mailbox damaged on Wynnewood
  • 3 Business Alarms, all were false
  • 2 Residential alarms, both were false
  • 1 Check fraud investigation on a Northfield Senior, it was caught at the bank, check was stolen from the mail
  • Stalking investigation at Norton, case was turned over to LMPD. We assisted with extra patrols at the job site
  • 1 Assist Indian Hills PD request for a female officer, they thanked officer Haverlin for her assistance
  • 3 Trouble runs to Kroger, meeting with the manager juvenile shop lifters
  • 9 Traffic stops
  • 1 Fatal accident that was caused by a medical emergency
  • 1 Hit and Run accident at Holiday Manor that was solved
  • 7 Non-injury accidents
  • Assisted LMPD with extra patrols at the Temple due to Homeland Security concerns
  • All Northfield Officers are in the process of completing the state requirements for training certification for 2026

City Engineer's Report

  • No update
  • LG&E, exposed fiberglass. In progress: Adrian has tried working with LG&E. It may be a better option to have them painted ourselves. Adrian reported that the cost per pole is $200 - $225 (per Bowles). We may need a dozen or so painted. The council decided to proceed. Adrian will get an exact number of poles and cost.
  • Stop signs leveled and painted, in progress.
  • In the process of identifying streets in need of repair.
  • Some potholes may need to be addressed prior to Spring repairs.
 

Old Business

  • In Progress: NF Main Entrance signage and lighting update. The new sign and lighting has been installed. The Lime Kiln sign and lighting will also be replaced.
    • Tracy has ordered the Lamps for the main entrance from Brechers.
  • In Progress: Fence down along US42. John has advised us to get the required approval from KYTC before proceeding. Tracy has spoken to them and they were not in favor of a fence in the right of way. Next steps:
    • Tracy and the Mayor will review the presentation with our State Representative Ken Fleming, with the goa of assisting with KYTC
    • Debris from the damaged/decaying fence, how to remove: Is this issue a violation of the nuisance ordinance? Lawnco to help with a short term solution? Not resolved.
  • Lime Ridge sidewalk installation and landscaping. Survey has been completed. Next step is contract signing.

New Business

  • This is an election year.
  • A question was asked about rental property in the neighborhood. John stated that Northfield falls under Metro rules on rentals.
