March 2, 2026

The regular meeting of the City of Northfield Council was held on Monday March 2, 2026 at Storypoint.

  • Council members attending: Barbara Durbin, Steve Levy, Trish Martin, Larry Schaefer, and Tracy Walker
  • Council members absent: Gay Harmon
  • City officials present: Mayor Randolph Chappell, City Engineer Adrian Oliver, Treasurer Charles Veeneman, and City Clerk Lucy Martin
  • City officials absent: Police Chief Tom David
  • Visitors: John Singler; Residents (all of Jenness Court): Robin and Jim Schosser 5901, Mary Hamilton 5903, Bryeanna Rumenapp, and Scott Petro 5900

The meeting was called to order at 6:10 p.m. by Mayor Randolph Chappell.

 

Minutes

Minutes for the January 2026 meeting were approved.

Visitor issues

The visitors were all residents of Jenness Court. They were present to express their concerns about the road construction including property damage. The mayor responded that the construction at this point is sound wall building at the right of way. These residents would like some way to communicate with the parties responsible for the construction. John Singler advised the residents to communicate with the construction company, Cleary at 270-487-1784. Larry advised speaking with the company’s insurance adjuster. John will help get the correct contact to help these residents. John also advised residents to initiate claims if possible.

Damages reported include: trees falling, fence damage, foundation issues (cracks), pool damage.

 

City Administration Reports

Treasurer’s Report

The Treasurer distributed financial reports prior to the meeting for activity through January 2026. They included:

  • General Fund Income Statement & Balance Sheet
    • In progress: Randy questioned the insurance premium increase. Charlie said he would investigate other options for us.
  • Northfield Schedule of Investments
  • Road Fund Income Statement & Balance Sheet

City Clerk’s Report

  • Tax collection as of 02/26: 380 bills paid $325,941 (95%)
  • Total bills: 388, Total AR $344,283
 

Police Report

February

  • Calls for service from Northfield Neighbors. Two calls reference AT&T solicitors. A few calls requesting accident reports and a call reference a home alarm.
  • 5 Calls for service called over from LMPD
  • 4 House watch requests
  • 2 Robbery Alarms at Thorntons both were false
  • 4 Business Burglary Alarms all were false
  • Open door to the Dermatologist office twice. Discovered by Officer Haverlin, building maintenance was notified.
  • 1 Homeowners Alarm on Wynnewood it was false
  • 5 Traffic Stops
  • 4 Non-injury Accidents
  • 1 Hit and Run Accident that was solved
  • Vehicle with keys stolen in Glenview Hills, nothing in Northfield
  • Holiday Manor Mailboxes were getting forced open in the a.m., Officer Hile chased the suspects in a gray SUV out of the city
  • Purse stolen at Goodwill, it contained a semiautomatic pistol the case was turned over to LMPD.
  • Thanks to calls from Neighbors we located a senior with Dementia issues and he was returned to family.
  • Assisted Norton security with possible threat, did extra patrols at the property
  • Assisted LMPD with extra patrols at the Temple reference Homeland Security Alerts

City Engineer's Report

  • LG&E, exposed fiberglass. In progress: Adrian has tried working with LG&E. It may be a better option to have them painted ourselves. Adrian reported that the cost per pole is $200 - $225 (per Bowles). We may need a dozen or so painted. The council decided to proceed. Adrian will get an exact number of poles and cost.
  • Stop signs leveled and painted, in progress.
  • In the process of identifying streets in need of repair.
  • Some potholes may need to be addressed prior to Spring repairs.
 

Old Business

  • The plaque has been added to the memorial benches.
  • In Progress: NF Main Entrance signage and lighting update. The new sign should be finished by the end of January. The brick should be power washed prior to installing the new sign. The Lime Kiln sign and lighting will also be replaced in the future.
    • Tracy will order the Lamps for the main entrance from Brechers. It was determined that we will purchase the original model identified by Tracy.
  • In Progress: Fence down along US42. John advised us to get the required approval from KYTC before proceeding. Tracy has spoken to them and they were not in favor of a fence in the right of way. Next steps:
    • Tracy and the Mayor will review the presentation with our State Representative Ken Fleming, with the goal of assisting with KYTC
    • Debris from the damaged/decaying fence, how to remove? Is this issue a violation of the nuisance ordinance? Lawnco to help with a short term solution? Not resolved.
  • Lime Ridge sidewalk installation and landscaping. Randy reviewed a quote to replace the sidewalk. Still need survey results. Trish suggested we also address the sidewalk repair needed at the main entrance.

New Business

  • Barbara reminded the Mayor that it is an election year.
